Provided project management/construction management assistance to LAUSD Facilities Department staff and International Bird Rescue staff for the construction of a joint-use marine bird rescue/rehabilitation facility and science classrooms located in San Pedro, CA. The project was constructed on Fort MacArthur Educational Complex (a decommissioned air force base) adjacent to a marine mammal center and required extensive infrastructure improvements. DRB Associates was retained by a nonprofit entity to manage this proto-type/specialty-use building which was being designed by LAUSD architectural and engineering staff. Through value engineering and aggressive cost control, change orders on this project amounted to less than 5% of the original Contract Sum. The project required a Conditional Use Permit from the City of Los Angeles, a Coastal Development Permit from the California Coastal Commission and building construction approval from the Division of State Architect. Funding was provided by the State of California and administered by the Department of Fish and Game. Scope of consulting services included: management of the design team; value engineering; environmental analysis and permit processing; cost estimating; bid assistance; and construction management.
